Sagging started in jail and was done to identify one's self as gay. Perhaps more people are coming out of the closet.

Most guys have really skinny legs, and are probably thanking God that sagging is in fashion. And it's probably really roomy and comfy.
Also, sagging represents thuggish, not part of the crowd, rebel, "I make the rules not some prep-meister," things that makes guys feel cool. And I suppose it works cause a lot of them get girls.

it's more of a fashion statement than anything. I personally think some over do it. i sag cause i prefer my jean a little loose over wearing them tight.

Because they're kids....or certain ethnic groups...either way they need to grow up and get some fashion sense.
