It means that one attribute uniquely defines another attribute. As in when you use a name and social security number. It is said that the name is dependent on the social security number because with that number you can uniquely find a person's name. If you reverse the situation and try to find a person's Social security number through their name it won't work because two people can have the same name but different numbers. So that relationship is not functional dependent. See the difference?

This isn't so much limited to just C, it is an idea of how information is related to one another and so applicable to various languages. You can even find such dependency in things like database tables where an employee id can uniquely define a worker's name, SSN, date of birth etc. All that information is "dependent" on the employee id in that situation.
