slower moving and stable lighter than aircraft blimps make for good golfing overhead views. Good-Year blimp fleet were used for anti- submarine during world war two. Unlike air planes blimps can turn off there engines and not loose altitude. But because of lighter than air they are blown around most blimps have to stay grounded when the wind is over 40 miles an hour. And they can stay aloft for days if necessary.

Balloons travel where the wind takes it so has strictly vertical flight application when tethered unless you are willing to travel in a more or less random direction. But with a blimp, you can control the direction of travel. Therefore it made sense to make them big enough to carry a bigger load such as more passengers. It was originally more reliable than winged aircraft and had a greater range therefore could travel across the Atlantic before winged aircraft could and do it faster than a passenger ship. During WWII as mentioned above good for scouting submarines but limited to ocean areas where you had complete air supremacy. A few manned blimps among the balloons high up but anchored to the ground was also an effective defense to keep enemy aircraft away from mass troop concentrations such as on D-Day. These days the emphasis has changed from carrying passengers to being a promotional novelty.

a really slow machine in the air filled with air, that is pretty friggen dangerous compared to a hot air balloon or plane.
