The term is most often used to describe racists, or Neo-Nazis. But some actively fight against racism, and it originated as a British style culture.
Sometimes it's just used to describe a person with a shaved head, too.

Types of skinheads:
* White Power, Nazi-Skinheads - Racist, extremely nationalistic and highly political. Despite the common moniker, many Nazi-Skinheads have no connection to the original skinhead culture in terms of style or interests. SHARPs and traditional skinheads often refer to them as Boneheads.
* Anti-racist (SHARP) - Aggressively opposed to neo-Nazism and racism, although not always political in terms of other issues. The label SHARP is sometimes used to describe all anti-racist skinheads, even if they aren't members of a SHARP organization. Some anti-racist skins have been involved with political groups such as Anti-Fascist Action (AFA) or Anti-Racist Action (ARA).
* Left wing - Anti-racist and anti-fascist, taking a militant pro-worker stance. This category includes Redskins and Anarcho-Skinheads. The most well-known organization in this category is RASH.
* Right wing - Conservative and patriotic, but not necessarily extreme or fascistic. This type of skinhead seems to be common in the United States. [1]
* Apolitical or Centist - Politically moderate, or doesn't get involved in politically divisive issues within the skinhead subculture.

It depends on which country you're talking about. Skinheads in the U.K. are different from skinheads in the U.S. who are different from skinheads in Russia, e.g.
In the U.K., they rally around a form of working class identity/pride.
Skinheads in the U.S. are a confused lot. Girl Wonder is right in saying that they fancy themselves to be neo-Nazis. Although many tend to be more like the KKK in politics and identity. They're into white power and all that.

Skinheads are in a word, NeoNazies. They do not beleive in the American sociial way of life and our laws of the land. They do not like anyone who is not white. They are non conforming.Of course they can be very hard to get along with unless you live thier way of life. They do not compromise on any political issues.

As far as I know, skinheads are a form of neo-nazi. They do not fight against racism, they themselves are extremely racist.

well first of all no they don't fight against racism they fight to promote it.
they are the violent racist akin to groups like the K.K.K. and neo nazis. there principals are simple.
to bring about a pure "white" race at all cost. i do not know why they shave their heads but now a days there are so many men shaving their heads that spotting real skin heads can be difficult. they are no more than a white supremist street gang. i also am not sure how they came to be but i think they started out as neo nazis and grew from an off shoot of them.
