GOD! What do you think that people over there don't even know what a telephone is?? I'm really sorry you Americans aren't better educated & informed. Serbia and Bosnia are as normal and technologically equipped places as any US State, maybe even better than some of them..

You can normally dial the telephone number you need and the phone in US will start ringing. How hard can it be? You just need to dial the digits 00 first - this is a way to start any international call from "this" area.
