It's Rock the Casbah and it's by The Clash. It's on Combat Rock and I think it came out in 1982, which is their "sell-out" record according to some, although it's my favorite one by them.

You CAN clearly tell that the reggae influences were getting bigger on Combat Rock and that Joe Strummer wanted a more urban feel.

Its ROCK THE CASBAH.....THE CLASH, and its from 1983. It made Billboard's Top 100 for that year. I looked it up.
