inquire at companies that manufacture ski lifts as well as firms that manufacture rail airport shuttles, especially companies that manufacture both. It is possible that elevator companies offer that product.

If its purpose is mainly for foreign tourists of a particular country, you might be able to acquire an antique abandoned system from that country with an interesting history and have it rebuilt and updated, retaining all the antique flavor of the original assembly. The tourists would love it and visit many more times bringing their friends and you would get free publicity within that country.
