Did you ever enter the Idaho Lottery? If not, then it is definitely a scam. Lotteries do NOT pick people at random to be "winners" -- you have to enter them.
I get these scam letters from the "Euro Lottery" or the "DeutscheBank Lottery" or some other phony group frequently -- they're all trying to gain access to your bank account to rob you blind.

How can you win a lottery you did not enter? Think about this for a minute and then delete this obvious scam.
This is actually a very common scam. There are littery hundreds of UK Lotto scams, among others.

Unless you bought a ticket for the lottery, yes. Even if you did, it's probably still an attempt to get personal financial information (phishing).
Forward the email to: spam@uce.gov and the abuse reporting address for your email provider. Block the address if you can. Then delete it.

You can't win if you never bought a ticket.
The rule of thumb is never to give out personal info to someone who contacts YOU. If you contact them, they are probably legit.
