My girlfriend buys all of her high end, fancy dresses from bluefly becuase they have a good selection and a really good return policy. I know they have a men's department, but i myself haven't bought anything.
and i have found some good deals at sierra trading.

It depends on what "low cost" means to you.
For me, a low cost store is American Eagle. However, I know that to others, AE is expensive.
If you're looking for sales, JCPenney's has sales galore.
