The Virginia suburbs of DC has exceedingly good job prospects. The culture is excellent and education is pretty good. However, housing is very expensive and safety depends on your neighborhood, although it's been fine for me. The job situation here is amazing... if you can't get a job here, you are unemployable.

I don't know about the west coast, but the east coast is an utter cesspool! Go inland a little and live in the nicest city around, Pittsburgh, PA. It's clean, safe, affordable, the folks are friendly and educated, there is top-notch education to be had, and culture, sports and events galore.

The Seattle area.
It seems like whenever some magazine comes out with a survey of "best cities for ..." Seattle is at or near the top.
While the housing market in just about every other city in the US is slumping right now, Seattle's housing market is still growing.
The people are great - very friendly.
Depending on what career field you're looking, jobs are pretty good right now, too.
Education, honestly, isn't so hot, but it's being worked on. Washington State recently slipped from about #21 in the US to about #35, depending on which survey/research you look at.
I'm not sure what you mean about safety.
Good luck deciding!
