I think that if you are new to blogs or answers etc - many people dont realise that writing in capitals is shouting ...we were all new to this once !!

I'm guessing they do it to make their posts stand out from the crowd, in the hope that more people will take notice. However, it has the opposite affect on me, as I generally ignore them.
