Having been in the plumbing business for a number of years, I've seen this many times. There are a couple of things that can cause this. I'll explain:
The first and most common problem is calcium build-up on the inside water ways of the toilet. If the toilet is more than 8 years old, this can happen at any time. You can try flushing a calcium, lime, and rust remover liquid through the entire toilet. To do this, turn off the water supply valve, then flush the toilet. Next, fill the tank with the calcium remover. Let it set about an hour. Flush the toilet. Turn the water back on, and try flushing again. I have to tell you, this rarely works. 95 out of 100 times, the toilet needs to be replaced. Sorry!
The second thing is a problem at the septic tank. If you have city sewar, this is not a possibility. Normally these problems are constant. The "every other flush" thing is almost always a build-up problem. Check other drains in the house as well - if any are running slow, make sure you plunge those as well - it may be a blockage in a common pipe. I have an older home, and if the toilet is flushing slow, I plunge that and the shower drain, and that usually does the trick.

now and back something like a small plastic bottle would be wedged in there and could no longer come out. I even have had to repair alot of loos. if it relatively is the case, it is not impossible to do away with the lavatory and get it out via pushing a snake up during the backside. assume to mop up some water. Many plumbers will merely replace the lavatory at this factor by using project and probability of breakage.

If you live in the city, they may need to flush the sewerline on your street. I just had the city people look for roots with a snake this week and he said he'd get the lines flushed since my toilets seem to be flushing slowly. (We have to get them to check for roots annually because of large trees on our street to make sure our sewer doesn't back up on us.)

Your best bet is to change out the toilet, it's real easy.
Sometimes the porcelain in the drain hole has a lip on it inside when it's fired in the kiln.
Or perhaps a credit card is in there it will act as a lever.
Toothbrush they are famous.

clean the jets that are on the inside of the rim if don't help try auger the line if not new toilet
