Generally, you simply go to the municipal authority, and pay a small annual fee. You may be required to purchase a performance bond and liability insurance. You will be required to report all earnings and pay all taxes. Many states allow you to pay sales tax when you purchase materials, and not charge for tax on your services. Ask city hall.
