Most of the eyeliners have been the standard size, which I guess may have been similar to what you've tried. But what I find works is with pencils, I keep them really sharp, and stretch my eyelid and work from the inner corner to the outer. I found that the absolute best pencil I've used so far, that's usually around $1 per pencil is NYC (new york color) and I loved its smooth texture. It never hardened. The only thing is you have to get a good sharpener.
As for liquid, I've used Mary Kay, and that was pretty sharp at the tip too.
I also found that if you draw your line closer to the lash line, almost literally on the roots of your eyelashes, the line appears smaller. So even if you don't find the perfect eyeliner that's thin enough, you could use that technique to make it appear like a thinner line.

Liquid will give you the thinnest line...it's not so much about the which to use - but your expertise as to how to apply it. I use Maybelline Liquid Eyeliner - and I put a very very thin line on. Just practice, you'll get it in time.
Pencils are normally not good for your eyes as you must pull at your delicate skin around your eyes and lids more to achieve the line. The only pencils I use is Avon Glimmer-sticks which glide on very easily- though the line is not all that thin.

You can use Mary Kay liquid eyeliner. The liquid only comes in black but, if you want a lighter color, go over the line with a shimmery eye shadow, works wonders. Also, try this, I have started doing this and hardly ever wear eye liner anymore. Get the color of eyeliner that you want in an eyeshadow instead and get the very thin eyeline brush, you can find it at Wal-Mart or anywhere just about that sells make-up. Don't get one that is real soft though, it won't go on as smooth. Just gently dab, across the top of your lashes. This brush also works great to put a touch of the lighter color eyeshadow you wear on the inside bottom of lashes.

There are alot of answers already and I didn't read them all so someone might have already said this, but L'Oreal makes a very thin pencil liner that comes with its very own special sharpener (b/c it is too thin to be sharpened by a regular sharpener). It comes in a variety of colors (even purple), and it is about 7 dollars. I use it when I line the bottom, it is the thinnest pencil I've ever seen. I have never been a fan of liquid so this is a nice alternative.

I use a very thin eyeliner brush. That way you are never limited with color. You can use any powder shadow that you have. You just wet the brush, or use a eyeliner meduium gel, and dip it into your shadow. then you have to hold the brush almost straight up and down, so you do not get a space between lashes and liner. just dab the brush on lid and give a little side to side movement, follow all down lash line. Once you try it, you will never go back to pencils unless you want a smoky eye.

Liquid gives the thinnest line, but it has to be done properly. Liquid eyeliner is very easy to go too heavy, too dark, smears easily, and in general, very easy to mess up.
Draw a thin line along your lashes, don't go above the lash line. Don't draw all the way in to your nose either. Then smudge it with a Q-tip, and fix any mistakes, roll across the top of the line to thin it out if you have to. Q-tips are a staple beauty tool :-)
Then apply your eyeshadow over the line, it's a must-do for liquids.
Tips:
If your hand tends to be unsteady and you get a thicker line, stand close enough so that the back of your hand touches the mirror. The mirror helps to keep your hand from shaking and slipping.
An eyeliner brush can help too. They are angled brushes with shorter, firm bristles. They can be used to smudge your liner after application, and give you a softer look around your eyes.
Don't pull your eyelid tightly closed either. Pulling the skin at the corner of your eyes makes it harder to tell where your liner will be when you let go of the skin. Stand close to the mirror and tilt your head back. Then draw your line along the lashes, starting at the inner most lashes working your way out. You can follow the natural curve of your lid better this way.
You can do basically the same thing with pencils, too. Just smudge and fix until you like the way the line looks. It takes time, and a lot of practice before you are able to get the best line on the first try. Find a day when you either have the time, or a weekend with nothing you have to do, and spend the day playing with eyeliner. After a few tries, you will get an idea of how to create the look you are after.

Clinique makes a liquid eyeliner that has a feather tip. It's super thin, and it comes in two or three different colors. It's kind of expensive, (I think 35 dollars or so) But it's worth it ans lasts for a really long time.

Use liquid eyeliner it will give you a more striking accent.
Liquid eyeliner is very bold and dramatic so use it very carefully. Urban Decay Liquid Eye Liner is the best. What you look for in a good liquid eyeliner is drying time.

I hate mine to be really thick, too. I could never get liquid to work with my complexion without me looking "slutty". What i suggest is, if you cant use a very sharp pencil and draw it on thin, try using a darker shade of eyeshadow and an angled brush. You can basically brush on your eyeliner extremely close to your lash line, and since it's powder, it basically blends itself, so it doesnt look too harsh.
Hope that helped! Try using a cream shadow, too, see what works for you. Personally I love the powdery ones.
This is also budget helpful, since you can buy trios or sets, and always use your shadows to line, as well. goodluck!
