it is an educational/examination board like the cbse. it is under the Council for the Indian School Certificate Examination(cisce). icse has to do with classes till Xth, then it is ISC.
i am not very sure with the full form if that is what you want.. it is something like the indian school certficate examination or it is th indian certificate for secondary education.
