For those circumcised in infancy, for the most part, no. While circumcision does often result in decreased sensitivity, in comparison to being uncut, and this can prolong the period of sexual activity prior to ejaculation, there is really not a significant difference since most circumcisions can be performed now without causing enough damage to the nerve endings in the penis such that it causes extensive reduced sensitivity by the time the infant is fully sexually developed (some 18-22 years later) since most of the damage can, and will, naturally be repaired by the time the infant matures. However, for those that get circumcised as adults, there is some truth to it since the adult nervous system is static such that any damage to the nerve endings will result in permanent reduced sensitivity. This technique however has been refined such that the nerve damage, and subsequent reduced sensitivity, is relatively minute. Any extremely significant decrease in penile sensitivity or function, post circumcision, is usually indicative of a psychological component.

No, maybe if someone were circumcised as an adult it'd provide a short-term effect of lasting longer. In the long-run, there's no significant difference. And if circumcision did make most guys last longer, then few circumcised guys would have problems with premature ejaculation, which is clearly not the case. It's more of a mental thing than a physical thing most times.

There are many reasons for circumcision:
Jews and Muslims must be circumcised as stated by God!
Jesus (p.b.u.h) was/is circumcised as stated in the Holy Bible. (Is it a sign??)
To avoid and to cure some penis diseases, circumcision is often practiced.
