hard to say, because you could mean dvd sales, ticket sales, etc. the only accurate way to do a test like that was to make sure that the movies you're comparing were all shown in the same amount of theaters, the same amount of times, on the same days, released on dvd for the same amount of time at the same amount of stores, etc.
(something like titanic has been around on dvd for a lot longer than the newer star wars movies, the lord of the rings movies, the spiderman movies, so it would probably have somld more copies by now. however, there may be more theaters built since titanic was out, so spiderman may have sold way more tickets. etc)
just about any big blockbuster movie can come up with some kind of statistic that makes it sound like its the best. start wars, titanic, spiderman, etc.

even if you can name one today for best selling movie for all times,
years down the road a new movie produced and generated the whole world interest , which will become the best selling movie for all times.
Why bother knowing? As long as it's a good show, it deserves to be best selling for any time.

Star Wars after it was re-released for it's 25th anniversary. Until then it was E.T. And before E.T. it was Star Wars. The two have Jockeyed back and forth for almost 20 years. Titanic didn't even come close. StarWars and E.T. with box office and video sales are the first two movies to reach near the 1 billion dollar mark.
