Ask the tattoo artist, I think that this would be difficult to do though. The artist would be able to tell you for sure.

u should see the doctor or beauty institute ,they can put brown tattoo cover on the black one ,The Q-swiched Ruby or Nd:YAD could be removed it but should ask the professional MD for details. good luck

yes but ill be pretty diffcult. it would be layer with a bright white a couple of times

you cant cover black with white...think crayons...it will look grey
