The incoming line (from the street) must be turned off & you can't do that. Call the power authority - they are the only ones that can do that. After it's dead, pull the meter & rewire the new one the same way the old one is wired. Unless you're upgrading your service - don't bother.

Check with your power company, in some areas they are the only ones who can do that. In my area an electrician can replace the base but it requires an inspection and acceptance, by the power co. and the local authority having jurisdiction.
