H.G Wells wrote the book, but who gave the introductory speech before that to introduce the idea?

Don't know anything about any introductory speech, or where HG Wells got his ideas from. As far as I know he alone is credited with the story.

Anyway, Orson Wells and his acting company did a radio dramatization of the book many years later. A lot of people heard it on radio and thought it was a live news broadcast, starting a minor panic. It had the desired effect of getting Orson Wells' name in the spotlight.
