its a tough call. Hitler resulted in more deaths because we and some of the rest of the world stood up to him and the war resulted in more deaths than stalin pull off. No one stood up to stalin. Other wise there would have been more deaths to his credit. Hitler kill about 6 million jews, and gays and any one else who was not considered part of the master race. That would include the mentally retarded, any one with downs syndrom etc. Stalin killed about 10 million just because they were in the way. Hitler used gas, stalin used starvation. Hitler was cruel. Stallin was more so in his methods. I think if some one had stood up and fought against him his death toll would have been as high or higher than hitlers. But in as much as no one did, we wil never know and therefore its going to be hard to answer your question with any real evidence to support either one as being the biggest super villian.
As for this century, I realize there are those who think its George Bush. I guess they have not yet met al Qaeda. I suspect the next super villian of this century is going to be a muslim cleric. I"m very afraid for the muslim population. If they don't side with him they may get a cut throat. If they do side with him we may kill them as well. I suppose at some point they will have to pick a side, then stand up and fight hard. World war 3 has started. So I wonder who the super villian is going to be?

Stalin. A good example of the fact that you don't have to be fanatic about religion to brutalize others. He also was an example that Saddam tried to emulate with a socialist secular state.

Hitler. Stalin killed his people for a reason that wasn't based off race, but what they've done (like treason).
