If it is an issue that could cause harm to others and the person cannot take responsibility for watching their own behaviors, then they deserve a citation at the least.

For instance, a person who gets behind the wheel and drives erratically needs to be cited and/or removed from behind the wheel. If it is a minor issue, give them a warning or a fine. Then if they continue to repeat the bad behavior increase the punishment the next time. If they cannot control their behavior after this, they need to be removed as a threat behind the wheel.

If the issue will not harm or offend others, I don't see the need for a ticket or citation.

Wearing stupid clothes. Esp. the baggy capris that are popular now with jailbirds...worn at thigh level, proudly displaying boxer shorts...

Guys walking around holding their equipment. I've actually seen them walking around with their hands INSIDE their pants. If a white yuppie did that, he'd be arrested as a pervert.

Excessive use of slang. As a cop, I don't want to hear how "with it" you are with the "hip lingo" - I want the facts and when you start spouting off about "yo, he be trippin know what ahm sayin, my baby mama be all up in it know what ahm sayin..." well, then I just shut my ears off because nobody, not even you, can comprehend any of it.

Anyone who says to a cop who pulls them over..."why are you harassing me for speeding/running a red light/reckless driving/DUI/etc. when there are REAL criminals (they mean black) running around?" Should be fined ONE MILLION DOLLARS.

Anyone who committs a crime and says "you only arresting me cuz I'm black" should be forced to watch a continuous loop of The Lawrence Welk Show for one week straight. They can commit an armed robbery, get caught red-handed and they still use that excuse...

People who can't answer the question "what's the last book you read" without thinking back to high school should be fined the use of one of their eyes for a month.

How's that for a start?

Ticket for being late to school, being rude, wearing clothes where most of u is showing.

get shot ( non fatal wounds) for everything like litering,speeding, not yeiling to pedestrians, paying bills late by more then 5 days beyond due date.

Get fed to the sharks for every other crime...believe me there will be no
repeat offenders. Drugs will not be a problem, not to worry about murders and rapists ...they will be eaten up by the ocean life. Trust me Crime in america will come to a screeching halt.

- cutting only to turn left and wait til someone lets them go.
- not knowing how to drive a van, mini van or suv!
- not signaling
- merging into MY LANE
- driving slow in the left lane
- not getting out of the left lane when someone behind you is driving faster
- driving 10 mhp less than the speed limit
- stopping traffic and roll down the window to talk to your friend that stopped incoming traffic to talk to you. SURPRISE: COPS DO THAT

PICKING THEIR NOSES IN PUBLIC! You have no idea how many people I see picking their nose a month. I am afraid to look over anymore!
