If that is not possible what do I need to have to be able to do this?

When any program attempts to access the internet then windows firewall alerts you about it and asks you weather to allow or block it from accessing the internet.

If you block the program at that time then it will never be able to access the internet. But on that alert if you allow that program to access internet then it will be added to the exception list.

Go to the Control Panel > Windows Firewall > Check weather the firewall is on or off. If not then select On. > Select Exception Tab > Check out that weather the program you want to block is listed. > Uncheck the program that you want to block.

Go to Control Panel and click Windows Firewall. Click the Exceptions tab and check the list for the program you want to block. If its there, make sure it is unchecked. If it is not, click Add Program. Once added, again make sure it is unchecked and it should be blocked.

yes go to start - control panel - winows fire wall select the exception tab ...if the programme has a tick by it remove it .....or dont allow any exceptions what so ever ...
