It used to be illegal to put a tattoo on someone's face - but there must be somewhere one can get one! Else you wouldn't see people with them. But no restriction on hands that I have heard of - and don't certain cultures encourage the tattooing of hands?!

assuming you live in europe or the u.s. then it is perfectly legal providing you are above the age of consent. It will have downsides though. You may think it looks cool but does a potential employer (heres a clue: probably not), potential girlfriend (maybe it depends on the girl) or you when you are a sober old man. These things come into and out of fashion. Better i feel to restrict tattoos to places that can be covered up when appropriate. Hope this helps any decision you may be about to make.

No, not illegal at all.
Plus facial tattoos have the added bonus of getting even more interesting as the years go by.

To anyone interested in such disfigurement, one of the men at work is putting in as many hours as he can, his wife too, so that he can afford to have some remedial work done to his face because what once was charming, individualistic and oh so modern, is now just a disgusting and unattractive blueish mess.
But, don`t let that put you off, despite having to exhaust himself and his wife by working hard for long hours and hardly taking a day off, his face brings tears of mirth to his co-workers and at least his ever loving wife knows that he is faithful to her as no other woman could possibly find him attractive.
See, it is not all bad, there is a plus side to the equation.

Illegal Where? Every country has its own laws and they differ.
I don't know about illegal, but certainly unattractive IMHO. What will people do when tattoos are no longer fashionable and are just tat?
And why put a permanent picture on your body that you wouldn't hang on the wall?

No You can get a tattoo where ever you like. However, some cities have some stupid local laws on the books that may prohibit the tattoo artist from tattooing the face and hands.

No not at all. I have a tattoo showing on my left ankle and a few jobs I worked in it got a few negative comments so I felt had to cover it up which really offended me. In my new job no one has ever commented or if they have it's been positive comments. My tattoo is part of my identity in how I express myself. You may have a bit of trouble getting a decent job with tattoos on your face or hands it all depends up on where and what the job is.

Have you ever seen Mike Tyson? He is a boxer that used to be hot in the 80's and he bit Evander Holyfields ear in a rematch bout in 1997.

Not illegal, but perhaps unwise. Some women get eyebrows tattooed on, as a sort of permanent make up.

No of course not. Mike Tyson has one on his face. Like a tribal design. I've also seen loads of people with tattoos on their hands, mostly on the knuckles. I've seen f**k off many times. How funny.
