When of the parties that contested election got any majority and any conbination of political parties is unable to form a gvoernment for want of at least one member and when any of the combination of parties is unwilling to leave the post of PM to any one of the party in th ecoalition , an independent MP will hit the jockpot .
There is also another way of doing it withour any political party consenting to it .
we can eliminate all political parties from national scene (ie) we can see to ti that no one however great he might have been or is , gets electtted to the Lok sabha.That is no one belonging to any party gets elected .
It is neither fun nor impossible . under the provosions of the existing constitution itself , We can see to that a new constitution realy made by the people replace the present constitution by a full majority of the Lok Shbha, rajya Sbha and all the legislatures of all the states.
The peopole of the country can do it if they want .
I am giving the scheme below so that people , particularly youngsters interested in changing the face of inid a can come to gethere to over throw the rule of th epolitical parties and end the era of dirty politics by criminals in th enme of political parties:

It is like this . Now the political parties nominate candidates to contest the elections . They have enormous amount of money and command lot of man power on so many counts , money , caste , religion and other groups etc. We see that it is always the persons decided by the leader of the political party iwho is nominated to contest election and the candidates also pay the party lot of money . the leadership of th eparty is now as good as the private family property of tthe leader and iis now aherditaory right . it is only on paper that every body is eleigible to contest election and become a law maker or a Minister , PM or president etc. In practice it is only a person who has lot of money and men and other support on the basis of caste , community and religion is able to contest election and get elected to Public office from th eleel of a panchayat to the Lok shabha.Not only that it is only people of a particular family who have the best opportunity to come to the top post inrespectie of thier age or qualification charcter or experience. Even in a political party , an young characterless and inexperienced boy with the minimum qualification of age is able to overtake the most experienced and well- educated politicians , for appointment as a minister if he is related to the leader of th epolitical party.This trend is spreading like a cnacer in Inidan politics. The sooner this is put an end to , the better it is for the country.
So nomination to contest election to ny pbulic office is not on merit but one everything othere than merit only. The people are under necessity to choose the lesser of the eveils fighting the election and no decent and well -educated and honest people are willing to contest election .The candidates nominated by the parties are usually people of uestionable intergrity and charcter as the nomination is usually on grounds other then merit only.
so the the person nominated are simply unwanted ans useless persons only.
When the oredinary people who are honest and good and edcated and well-behaved can not even think of contesting election. They are eleigible only on papaer . They have to be enable d to contest for for public office .
How can it be domne?,
a new political party should be formed . this party is to bring in the changes in th epolitical system of the country by constitutional means . The party does not collect any fees for member ship . The party will have no authority to nominate nay body for any public office . the parties main aim is to enable the ordinary citizen to fight for election to all Public ofices . The selectio of the cndidate will be an affair open to all. a public meeting shall be held in each contituency to select the candidates to be nominated for election.The selection shall be done in th epresence of all the people attending the meeting . all the people registered in the voter's list are eleigible for selection. The selection shall be by alot . just as we pick the numbers of the winner of alottery ticket , for each post a group of three or five memeers shall be selected by draw from those in the voter's list for that particular constituency. Thus it is ensured that no person belonging to any particular community or creed or caste or religon is favoured by any body in the party The persons so selected won't be obliged to any particular individual in th eparty .the party does not decide the candidate. The best feature of this selection is that there is absolutely no posiblity of se;lecting all criminals or rogues and unwanrted persons or criminals by this mehtod as it is impossible to restrict the selection to such persons as can be done in the system of nomination by the party leader.
Now the party workers shall select a list of some educated and well -known and respectable non-party men of th econtituency and some five people among them shall be selcted by draw . They shall form a committee to selc three among the five people chosen by lot for contesting election by lot and declare them as candiadtes in th eorder of prioirty decided on qualificattion , age and experience .
aimilar selection of candidates shall b done for all theconstituencies and for all the states fo all th elegislatures and the lok saha also .The candidates so selected shall be required to file nomination of the election .
Now the depsoit for the candidates shall be paid by the candidates or by th eparty through collection of voluntary donation through hundi installed in the venue of the meeting for selection .
now this procedure for the selction is free of favouritism and nebotism .. This enables even the poorest man in the constituency a chance to conduat election to any public office without anybodys favour . The candidates so chosen shall be given in writing sn undertaking that they shall never get bribe and shall never do anything wrong and shall not interfere witht he day tto day adminsitration and shall be submit thier resignation if and when 25 percen tof the people of the constituency so require in writing . they shall be bound to vote for the replacementof the existing constitution by a new one to be famed appropriatewly by an edcated and able group fo people chosen from different walks of life and the draft of the constitution shall be published in all dailes and made available to the people for comments and suggestions for aperid of thereee months . There after the constitution shall be finalized in the light of theviews of the people and the finalized draft shall b esubject ot a plebacite .It shall be adopted as the constitution of the country after more than 50% of th epeople approve it and then it shall be made in t an enactment by th eparliament and the legislatures constituted under the new procedure . th emode of election now made shall be made the official and constitutional mode of selection and election of candidates for public ofices . Thi sis only a general idea of the scheme i think will catch th eimaginationof thepeople as it enables evey individual of the country have an opportunity to get elected to some public office a. it eleiminates the possiblity of nominating all or majority of criminals to public office . as it is impossible to select majorityof criminals by lot and that the selected candidates are also scrutinized by a group of voters in the constituency , selected for the purpiose again by lot . so the scheme totally elimainates the possiblity of any one inidvidual HOWEVER GREAT DND POWERFUL HE MIGHT BE from influencing he processs of selection of candidates and the possibility of the public offices of PM ,Chief Ministers and MLAs MPs etc becoming the personal property of any particular family or community at any time .the influence of religion , caste and community or groupism and bribery will all be totally eliminted .
Only people who want to free the countries from the influence of castes , religons , communities and groups and hose who desire to put an end to the election fo criminals and eliminate corruption from goeernment would support the effort . The Public
will certinly support this . the new political party to be formed for the institution of the scheme and efecting the change will cease to exist once the new constitution is comes inoit efect The new constitution will do away with political parties .and the present system of nusensical and fraud -ridden syatem of election.This is achievalb eif we work for it .
Only self-less people would agree to work for it . ohters who still entertain ideas using politics won't agree to come for ward to work for this and would oppse it also. That will expose the character of the people concerned. I wish some youngsters do this.
One thing i have to tell everybody . No body stands to gain persoanlly anything by doing this .the nation can be save d from criminals and rogues.

Democracy does not mean government by an individual,just like the one you have imagined becoming a PM and is independent.Democracy is a rule by an elected government of the people through electoral process.It requires party system and the party that obtains majority(more than 50%) onlycan be called to form the government failing which a coalition government can be formed by a number of parties.The position in Jharkand is exceptional and it can not sustain as an elected government.

when he becomes head of a party and that party wins the majority seats or the way the PM is selected will have to be like the US pres. Independent of other elections.
