I do not think age has anything to do with having sex as long as it is legal and both parties consent, however be very careful, just because she dresses in a sexy way and flirts with you it does not necessarily mean she wants to go to bed with you.
If you are attracted to her in that way you need to ask her what her true feelings are towards you,she may be thinking the same as you and is afraid to bring up the subject,why don't you take her out somewhere quiet where you both can talk about this huge step in your friendship and remember if you misread the signs it could lead to losing her trust and friendship and possibly worse.

Be careful. She might just be really flirty, not actually chasing you. Next time, she kisses you, hold it a little longer than usual and see what happens. If she wants you, then go for it! Enjoy! Do what you will and harm none. On the other hand, if she looks at you like you might be crazy, at least you'll know for sure where you stand.
