Jesus and Julius both lacked clocks. They were not invented until the Middle ages. Cesare had sun dials because he stayed in one area and therefore could go to the sundial and get a time reading. Actually he probably relied on hour candles much more than sun dials. Since sun dials are not portable or all that reliable the travelling men such as Jesus relied directly on the sun's position in the sky and the rotation of the stars to tell time day or night.

First of all, he is an idiot, but really, time was not specifically or accurately measured back then. No clocks existed or at least what we think of today.
