If it is a legitimate complaint you can file it with the Illinois Dept. of Professional Regulation. Make sure that it is Legit though. Like serious malpractice or harassment, not that he isn't nice or something along those lines.

It depends what the complaint is for. If the doctor is a drug addict or an alcoholic, or clearly incompetent, you file the complalint with the medical licensing board. http://www.idfpr.com/dpr/WHO/med.asp

If the doctor is guilty of malpractice, that's a civil matter best handled by a medical malpractice ("med mal") lawyer.

Health care consumers can turn to state medical boards for help if they believe a physician is incompetent or has demonstrated unprofessional or unethical behavior. State medical boards hold the authority to investigate physicians and to take a variety of actions. State laws also require that boards assure fairness and due process to any physician under investigation.
