You could try AwardSpace. I've been using them for months now, and so far no ads have appeared on my site. Its also seems to be one of the few free hosts that allow the use of databases, if you need them.

They are free, but there is a lot of advertising on your site then. I suggest using PageWaiter...they are VERY cheap for good hosting (it's who I use).
