There isn't a website that lists everyones email addresses, no. If they are a member of a community such as Yahoo, ICQ, Orkut, etc, you could try a member search to see if they have that info on their profile.

None. You'll need to get a private investigator for that to run a background check.

Various searches will give you this information. You can do a background search, if you have access to Lexisnexis, you can do it there.
