wrap a heavy rock with clear fishing line and tie it well leaving a few inches hanging. This is the weighted base for a tank ghost.

cut a two squares of bridal tulle (net at WalMart, $1 a yard, you need way less than that)
put a cotton ball in the center of the squares and gather tulle, tie to rock with fishing line and sink in the tank push the weighted base into your gravel and make sure your ghostie is near the bubbler to give it movement, a plasctic car held over a flame (CAREFULLY) will melt it into a crumpled mess and you can crash that into your tank, but remember, no metal!
Also shove "Ken" head first into gravel near car.
Any generic barbie doll you can get at a Dollar store can be made scary with Perma marker and left to doll up your car crash.
Mermaid dolls don't have to be cute, remember the Harry Potter mermaid scenes?
Have fun scaring your fish
