The average download and upload speed should be about 28.8 kB/s (bytes per second). Because 1 byte = 8 bits,
Therefore 256 kbps (kilobits per second) = 32 kB/s.
Your internet connection may not be connected at full 32 kB/s, so let the actual speed be 90% of the maximum speed.
32 kB/s * 90% = 28.8 kB/s.

Well it should be 256kbp, but you are more or less looking at about 1/6 of that.
As for upload, it would generally be about 56k, if you are lucky....
