Why cant they make CHKDSK run at shutdown, with an option to "Run CHKDSK" and make log, that way you can see the results of CHKDSK during the next bootup, instead of wasting time during computer startup time?

You can skip chkdsk by pressing any key when it prompts you. If it keeps running it, there is a problem either with Windows or your hard drive.

you are shutting down your computer improperly if it is starting with a chkdsk every time

OR

it has been programmed to run when you start up. This was probably done by a support person and if you have one, they can rem it out.
