Because something that was the source of life for babies(breast for feeding) has now become a sex object. so the bra is a protection to contain them in place and project modesty. not to allure men with push-up bra's or enhancers and letting the bra been seen outside of the clothing.

A bra is a device that you put on, like other clothing, that supports your breasts & keeps them from bouncing around so that you won't have boobs down to your knees when you're just 30. Also, they can be designed to make you look sexier, cleavage!
