Is it 10 in minus second power? If so, then
10*(-2) = 0.01
1.81*0.01 = 0.0181

1.81 times 10 to the second power right? For every power of 10 you move the decimal point over once to the right.
1.81 becomes 181.00 in standard notation

1.81*10^-2 can be rewritten as:
1.81 * .01 (because 10^-2 = 1/10^2 = 1/100)

So the answer is 1.81 * .01 = .0181 (solution!)
