I have connected an external amplifier with sound card of my PC, it creates disturbing sound even if my PC is off. I have checked my amp by connecting with other devices, it works fine. please help

I have checked my PC with a testpen, there are no grounding problems. I have also tried connecting my Amp & PC at the same power outlet. I have checked the stereo out of my Sound Card. My amp does not creates disturbing sound when I connect with a casette player. My PC works fine when I connect with small computer speakers. So where is the problem?
Maybe there is some kind of disagreement between my PC & amp.
NOTE: Amp creates noise even if my PC is off & wire is connected to the sound card. I have checked that wire with other devices, it works fine. Please help.
