I dont think your wife will get the Visa just because you won the Visa Lottery , at the time you got it you were single so she doesnt even qualify... when you come here and apply for residency then you can apply for hers too.. but you will have to be married and it will take several years before she is able to come.

Please, Both you and your wife need to learn to speak and comprehend the American language fluently before you come to this country -as that is what we speak here and most if not all of us will not conform or learn your language as we are not seeking citizenship in the country you have chosen for whatever reason to leave. Apply for her visa through the American Embassy. Keep in mind that if you fail to become productive members of American Society and culture that most Americans will not be kind to you.
