There is a site but it's not got membership.It's called youngtimes.com and you can send ur stories and poems by email to feedback@youngtimes.com.It posts many things and also has a new covers story every week.It's updated every week. To send storis,type short stories in subject box and to send poems,type poems.

i like xanga or livejournal, you can post writings about anything there, and have friends or random people comment. you can also join groups or "blogrings" where people have the same interests as yourself, and it will get more readers to your work. hope all goes well and goodluck!!
