Was it gained during the time of his reign, or later after his death, by an historian for exmaple?

There is a long article at the web site below. It does say the word "during", here is an extract:

"King Edward VII had reign only nine years. During his short reign he achieved to take England out of her splendid isolation by alliances with France and Russia, by which he has spread the peace through Europe. He was known as "The Peacemaker"."

He was only the king. He had no power to make political policy.
The term probably came from a person with insufficient knowledge of history.
