I believe so but not quite sure as computer science is a very generalized word to describe the art of computers, you may be able to get a PHD with a major declared as computer science but your expertise will be more specific or more narrow and specialized towards a certain field within computers

You have to be way more specific with your branch in computer technology (communications, data, e ct)
