Can any one tell me what the expected 0-60 ratio for modified stock four cylinder?

It's not a ratio. It's just time. "Modified stock" is an oxymoron. An engine is either modified or stock. It can't be both. 0-60 times vary widely -- anything from as little as 5 seconds or even less to over 20 seconds for the slowest of the slow.
