If you are inside the US and doing nothing illegal, you need no travel papers. You will need a driver's license if you are driving but otherwise need nothing. As long as you are doing nothing illegal, there is no reason for anyone to stop you and ask to see papers. Asking for identification documents is not done here unless you've done something that gives the police reason to ask for identification. Since the US has a huge cross section of every ethnic type, everyone looks like an American. Nobody will stop you because of the way you look or speak.

If you are already in the states then you don't need documentation to travel from state to state. But if you are coming to this country from another country then you will need travel documentation. Even though miami is full of Cubans it isn't really Cuba. They just like to think that it is. It is still America.

A driver's license usually suffices... Since most Americans don't have passports, A copy of the Birth Certificate is the most widely accepted form of identification when identification is required...

Passports are for use to go to foreign countries. If your friend is illegal, he will be detained by immigration. If he is legal and can prove it, all he needs is some form of regular identification.

As long as your friend is over 15 y/o and have 1 type of ID it is OK. You do not pass through immigration on continental US flights.
