Everyone is shaped differently and sometimes no matter what you do, you won't "grow" hips.
My sister is shaped that way, she had a wide back and her middle is about the same as her hips in width. She's done sit-ups, leg lifts, special middle-reducing diets, and nothing changed her waist to hip ratio... either you have it or you don't.
What you CAN do is use your clothing to give the illusion of wider hips, by wearing jackets that narrow or have a belt, and a bit of flare at the bottom. My sister gets shirts which are cut to accentuate the bust and bring the eye away from the waist area. Pants with big pockets, embroidering on the hips/butt, or pleating in the hip area make your booty look wider. She also wears alot of belts, which kind of create a waistline for you.
Good luck and have fun finding just the right outfits to bring out your sexy body... you know it's there, so show it off, find clothes you like, have confidence in yourself and it will show.... the whole world will see your inner beauty glowing through.

Cornbread and beans and rice. Eat a lot of carbs, but not too many. And do some sit up's, therefore the food will go to you whole body, but while doing the sit ups', you will flatten the stomach and hopefully the food will travel to your hips and buttocks area.
Having sex shapes the body well also, (so I've heard). Then again it is true. When I first met my boyfriend, I didn't have any things until about 6-7 months of sex and then my butt started to stick out.

YOu can do crunches and sit ups and exercises of that nature that focus on the abdomen and hips- or what you can also do is coresseting* you start off small and you can increase with it if you like-its not really as extreme as it sounds you dont have to be extreme with it and it can actually straighten your back out as well it works great and you'll feel sexy with your new defined shape

lol, as delicately and as un-bigoted as I can, it might be a racial thing. Black chicks ( Africans and people from the Melanesian/Micronesian islands) often tended to have rounder bottoms that stick out at the back. Caucasians women, predominantly Western-European have the more obvious hour glass shape (all boobs and bum) Asian women tend to in general have slimmer physiques that are very popular at the moment. Try skipping. It actually work out your whole body except your breast. But remember to wear a sports bra to support it when jumping.
