No they should not. I've almost wrecked several times because of sirens or horns in songs. I hate radio commercials too that have screeching brakes in them and horns honking. I wish there was a place where we could complain about it.

I remember when I wrote radio ads for a living and we had these rules that we had to abide by, one of which was no sirens of any kind could be used in an ad because it could potentially disturb listeners who would think there was an emergency.
I'm not sure if there needs to be a rule for removing sirens from songs, how about if there's a rule against overly produced singers who sing vapid and banal lyrics?

If it has a reason to be there as part of the song theme then yes but not just for the sake of being there .
