Yes but only in certain circumstances.
The police and government Agencies can request that Mobile Phone Companies set up a Tracing and/or Tracking system up on any phone home or mobile,however they do need a very good reason to do this.
This is usually done to target serious crime or terrorism etc and is not normally done as a matter of course,if you are worried you should contact your provider.

Your Sim as a encryption code on the network that changes every time you make any form of communication on the network. then the network has a encryption code itself called a IMSI. this encryption code is between 32 and 48 numbers long that also changes every time you make a call or send a text.
so it is impossible to do it on the network, so the only way is your bills either online if they have your unsername and password, or they have access to your bills at home.
If they know your account password they could try ringing customer services and pose as yourself to gain infomation. Network providers do a secruity check but if you are worried ring them up and asked to change it, and only allow access one the operator has perform a full secruity chec to confirm its you and no one else.

Via your bill. I also heard that emails and phone calls are all tracked via Menwith hill etc. I think I'll probably get investigated for typing that in here now too. lol
