Behind the bar. If there is no one taking orders, the people should come to the bar to order. Breaks are allowed, but you can't be on "constant break". That job is reserved for the customers.

As a former bartendress I was wherever I was needed. I had 25 barstools and 6 tables so it was very busy. I also had to take and ready to-go orders and food for my guests. It's not really possible to just stand behind a bar and wait for orders.
