If you think you have the skill and knowledge to put them together, that's what I would do. It will save you a lot of money.
First, it will be cheaper, because you can negotiate discounts for lots of 10.
Second, you can design the computers to do exactly what you want them to do, without any unnecessary gadgets that you don't need.
Third: You'll acquire valuable experience and when there are future problems you can repair them yourself and save money that way too.

if u made them urself that is cheaper, cuz u can go to market and but 10 cpuz alone, 10 MB's alone. 10 ram's etc etc...
so u can get them cheaper
but ill tell u something, the pices need to be compatible too each other, if they work fine THAT DOES NOT MEAN they are compatible, ill give u an example, u can get a DDR2 ram with high speed, and it works well with the MB, but not with its full speed, it will usually works about 70% of its full speed, which mean its not compaible, if u know all these things and worked in computer before, then go ahead and make ur computers alone, if not then buy them from an expert, and if they are original like IBM, DELL, HP compaq, then that will be the best

The only real reason to build your own computer is so you can get exactly what you want. If you want just simple, basic computer, you should be able to get a good deal by buying a package of 10.

Honestly, a government auction is your best bet. My father finds multiple-computer deals all the time. These computers are usually used, a few years older, but still in very good condition. They aren't necessarily confiscated, but are older models a government (local, city, state, etc.) office is replacing. Your only drawback is you must go collect them in person, but I'm sure you can find a great deal close by you.

buy them from someone that builds them. if you are buying that many at a time, Im sure you could get a good deal.
Wal mart sells a ready to go computer system with everything, (nothing fancy) an HP I believe, for 500.00 so you might look at that too.

Buy ready made machines. They have warranties and are actually cheaper this way now adays, and they come with most software preloaded and configured. you could probably pick some up for about 550 a machine,, don't skimp on the processor,, no cellerons or semprons. the machines will be usefull longer.

You can get a business discount and a quantity discount at most companies. You won't get the same discounts in a store, buy direct from the manufacturer. Or you can try online. Here's two sites that my company uses for our computer supplies.

Get a contractor to provide you with the solution you need for the best price.
Certainly, it works out cheaper building them yourself.
If you buy them ready made, you get loads of free stuff with them.

building it yoursef would be best but since you need 10 computers, it mightbe a little hassle on your part..
make sure that if you're going to buy 'ready-to-go' computers all the parts/brands are ok..
better to be safe than sorry
