It is often used to mean people who are working class, dress in a certain way often involving sports clothing and designer brands, and such.
There is a lot of class snobbery involved. If you are American, it is a bit like a British version of white trash.
Personally, I reserve my venom for violent criminal arseholes, the kind of people who go clubbing just to start fights and steal people's stuff, thereby ruining everyone else's fun just cos they have problems with their life and are wrong in the head. In some cases I am talking about very violent people who go round bottling and stabbing people. I might say that was an instance of being a chav or a scally but many people use the term in a looser way than this.

Here they are `townies` and are rather unpalatable, rowdy rough necks who use more than a little alcohol and drugs and prefer to express themselves in a tirade of four letter invective.
They appear to buy cheap copies of last years fashions and wear them as if they are making some kind of style statement, when actually, they just look like ill informed victims of, somewhat out of date, fashion.
I have heard that most are criminals from council estates and ethnically attached to those that seek to tarmac drives and burn insulation from stolen copper wire for a living.
One tries to avoid them, but, should they become a nuisance a handful of pennies thrown from the motorcar tends to cause a sudden dissipation in the quantity of their mass. For safety`s sake, please tell the driver to slow down before doing this though, the `Chavlies` or whatever they are called, have children too, often illegitimate and born to under age mothers who were raped while drugged and drunk, but, nonetheless, innocent children who deserve some respect from us all. One never knows, but one of the children may be incredibly gifted and grow up to be a reliable servant to polite society.
The poor darlings are usually burdened with the most dreadful first names, plucked randomly from television, tabloid newspapers (God know`s how, I have heard few of them can read ) and even, would you believe, inner city areas of cities. The most famous `Chavlie` of all, some football chap with a thin wife, have actually got a child named `Bronx` or is it `Brooklin` ? Anyway, named after a less than salubrious area of a foreign city.
I try to hold a handkerchief to my nose, stare at the pavement and walk swiftly by to avoid any confrontation with them.
I suggest to you all to do the same.

someone who thinks being in 'designer clothes' makes them posher than they really are - they usually wear Burberry (knock-offs from the local market of course) because a chav can't afford designer prices and therefore buys fakes
