it is ok if i text him but it comes up number not recognised if i try to call the number starts +07 then the rest should i use anothe number than +07??

Yes remove the +. OR leave the plus, add the country code (44 for uk), then remove the 0, then you will be able to call him/her from another country.
So you should have something like +447973-xxxxxx

dont use the plus sign.... jus use the 07.. of get rid of the 07 and try +44

anything with + before it is for text only, if thats the number he gave you then he probably only wants you to text him in which case you should talk to him about it.
