admin DOES mean you have full access most of the time... what None A was trying to say was you couldnt access/edit/open the file because a program was using it at the time, dont go killing processes if you dont know what they are

You cannot access this file if another process has it allready opened. The file has a small "flag" which "says" it is not "available" so first you need to determine which process has allready opened this file, terminate the process and then you can access it...
